About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center intends to solicit a Multi-Topic Database subscription package by August 17, 2026. This is a market-research sources-sought notice, not a formal solicitation; no set-aside is anticipated.
The Air Force Library Program requires an integrated four-component database solution: academic research, biography, general reference, and military and intelligence databases. The academic research database must comprise coverage of nine specified subject areas and more than 11,000 peer-reviewed journals with over 8,000 full-text articles drawn from CINAHL, BIOSIS, MLA, PsycINFO, ERIC, EconLit, and RILM. The general reference database must contain millions of articles from over 17,000 scholarly journals, NPR and CNN podcasts, and BBC videos with full-text content and no embargo period. The biography database must provide access to more than 640,000 biographical entries with advanced search capability by name, occupation, nationality, ethnicity, birth/death dates, gender, and keyword. The military and intelligence database must cover scholarly journals, magazines, and reports addressing military affairs, governmental policies, and armed forces structure.
Respondents must demonstrate unlimited simultaneous user access, peer-reviewed content, mobile applications, single sign-on with SAML authentication, TLS 1.3 encryption, RSA 2048-bit website certificates, and HTTP Strict Transport Security. The product must be an established commercial offering, not custom-built, and include free staff training and usage statistics reporting by Branch of Service.
Performance runs 30 September 2026 through 29 September 2027, with two optional one-year extensions through 29 September 2029. NAICS 516210; PSC 7630 (small business size standard $47 million). Responses due 17 August 2026, 4:00 PM CDT to SSgt Christian Etner and Contracting Officer Gustavo Guadron.
