The Department of Agriculture Agricultural Research Service seeks a multi-spectral sensor with integration into an existing Freefly Astro drone, with quotations due June 15 at 4:00 PM Central Time and questions due June 10 at 12:00 PM Pacific Time. This is a Total Small Business Set-Aside with a size standard of 1,250 employees under NAICS 334511.
Delivery is required within 30 days of award to PA Agroecosystem Management Research at the University of Nebraska-Lincoln in Lincoln, Nebraska, with F.O.B. Destination. The sensor must support five spectral bands (Red, Green, Blue, Near Infrared, Red-Edge) with wavelengths comparable to the MicaSense Red-Edge MX sensor, a thermal band for crop temperature monitoring, a DLS light sensor for irradiance and sun angle measurement, and a panchromatic band for pan-sharpened imagery. Ground sample distance specifications require less than 6 centimeters for multispectral bands and less than 2.5 centimeters for panchromatic bands at 400 feet altitude, with thermal imagery achieving less than 35 centimeters GSD. The system must use CFexpress memory cards and be physically integrated and wired directly into the Freefly Astro platform.
The government will award a firm-fixed-price requirements contract to a single vendor using lowest price technically acceptable methodology, where only the lowest-priced offer receives technical acceptability review. Technical acceptability is rated as acceptable or unacceptable based on demonstrated ability to meet all specifications. Past performance is evaluated as acceptable, neutral, or unacceptable; neutral is assigned to offerors lacking prior performance history. Offerors must maintain active SAM.gov registration and hold pricing firm for 90 calendar days from offer receipt. The PSC code is 6605.
