About this opportunity
The Department of the Navy Naval Sea Systems Command is soliciting solutions through a Request for Solutions (RFS) for the Multi-Service Advanced Capability Hypersonic Accelerator (MACH-XL 26) program, an other transaction prototype project authorized under 10 U.S.C. 4022. The procurement seeks advanced near-hypersonic and hypersonic all-up-rounds (AURs) and flexible launcher platforms to address critical affordability and scalable production capacity challenges identified by the Department of War. Respondents must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) Consortium, managed by the National Security Technology Accelerator (NSTXL) and administered by Naval Surface Warfare Center, Crane Division. The project aims to conduct focused testing and demonstrations through early validation and prototyping to identify cost-effective solutions, reduce production risk, and establish foundations for scalable, manufacturable designs. The RFS was posted on December 8, 2025, with a response due date of January 23, 2026. Additional project details and membership information for the S2MARTS Consortium are available at S2MARTS.org.
This solicitation carries no set-aside designation and does not identify any incumbent contractors or current award values. The procurement focuses on two primary task areas: Near-Hypersonic & Hypersonic all-up-rounds (Task Area 1) and Flexible Launcher Platforms (Task Area 2), though specific quantities and timeline details are not provided in this notice. Interested parties are directed to the S2MARTS website for comprehensive information regarding the MACH-XL RFS requirements and evaluation criteria. The place of performance is designated as Crane, Indiana 47522, where the Naval Surface Warfare Center is located. This research and development opportunity is classified under NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and PSC AC13 (National Defense R&D Services).
