About this opportunity
The Naval Special Warfare Command, operating under the United States Special Operations Command, is seeking to procure multi-purpose canines to support Maritime Special Operations Forces missions. The acquisition involves ten specialized working dogs: six adult canines and four canine puppies, specifically Belgian Malinois, Dutch Shepherd, German Shepherd, or crosses of these breeds aged 10-36 months. Contractors must present canines that meet rigorous evaluation criteria including performance standards for sociability, environmental adaptability, detection capabilities, and bite work, with all candidates subject to a comprehensive two-week assessment process at the contractor's expense. The government will use a Lowest Priced Technically Acceptable (LPTA) evaluation method, assessing quotes based on technical acceptability, pricing, and past performance. Quotes are due by September 10, 2025, at 11:00 AM Eastern Time, with all questions directed to matthew.morelewski@socom.mil.
This procurement is structured as a 100% Small Business Set Aside with Women-Owned Small Business (WOSB) designation under NAICS code 812910 with a size standard of $9.0 million. The contract will be awarded as a Firm Fixed Price arrangement with a total potential award amount of $9,000,000.00, though no current incumbent contractors are identified in the documentation. Delivery of all canines must be completed no later than February 1, 2026, to the Naval Amphibious Base Coronado, California, specifically to the Silver Strand Training Complex. The contract includes warranty provisions allowing the government to return dogs within six months for workability issues or twelve months for medical conditions, with contractors required to provide replacement animals within specified timeframes. All canines must arrive with valid USDA health certificates and undergo extensive medical and performance evaluations upon delivery.
