About this opportunity

The Naval Air Systems Command intends to negotiate a sole source delivery order with Gentex Corporation for the development of advanced Laser Eye Protection (LEP) eyewear. The contract focuses on transferring hybrid LEP design from spectacle lenses to larger visor form factors through vacuum deposition improvements and dye concentration refinements. Key objectives include optimizing line shape for in-band transmittance, maximizing coating uniformity of dielectric layers on visors, and assessing adhesion and cohesion of multilayer dielectric filter (MLDF) coatings. The procurement will be conducted under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, which allows for a single source when no other suppliers can meet agency requirements. Interested parties may submit capability statements by the response deadline of June 13, 2025, with the understanding that this is not a competitive proposal request.

The solicitation does not include any specific set-aside designations and is classified under NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. Gentex Corporation of Simpson, PA, is the sole designer and intended contractor for this project, which will be performed at the Patuxent River, Maryland location. While specific award values are not disclosed, the contract involves developing scalable LEP eyewear technologies, with a focus on creating visor designs based on cap and base lenses. Potential subcontracting opportunities are available, and interested parties can contact Mr. Mark Fischer at mfischer@gentexcorp.com for more information. Responses to the synopsis should be submitted via email to Amy Wescott or Mr. Jamie Billig at the provided contact information.

Notice text

The Naval Air Systems Command intends to negotiate and award a sole source delivery order under an existing Basic Ordering Agreement (BOA) with Gentex Corporation of Simpson, PA, the sole designer of a dielectric vacuum deposition and lens assembly that provides the quality and reliable manufacturing volumes for overall producibility improvements to dielectric based Laser Eye Protection (LEP) eyewear, that can be scalable to larger LEP eyewear form factors (e.g. goggles, visors). Gentex developed multilayer dielectric filter (MLDF) coatings on plastic substrates for hybrid LEP designs.  The goal of this follow-on effort is to transfer the hybrid LEP design from spectacle lenses to larger visor form factors.  The work will include optimization of PLT and OD of the designs through vacuum deposition improvement and dye concentration refinements.  The vacuum coating work will focus on optimizing line shape to improve in-band transmittance, maximizing coating uniformity of the dielectric over the visor surface and assessing the adhesion and cohesion of the MLDF on the visor.  Gentex will then assess options for an optimal, structurally compliant LEP visor by building a visor design based on cap and base lenses.

The proposed contract actions for the procurement are those for which the Government intends to negotiate with Laser Eye Protection - Producibility Improvements for Dielectric Based LEP Eyewear

only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities should contact Mr. Mark Fischer at mfischer@gentexcorp.com. Any responses to this synopsis shall be made in writing by E-mail to the attention of Amy Wescott, amy.l.wescott.civ@ us.navy.mil, or Mr. Jamie Billig using the contact information provided in this synopsis.
