About this opportunity

The U.S. Army Corps of Engineers Norfolk District is seeking multidiscipline architect-engineering services through an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) to support the Army Ammunition Program modernization efforts. The procurement will establish a pool of approximately four contractors to provide comprehensive A-E services for ammunition facilities and related infrastructure projects. The contract structure includes a five-year base ordering period with an optional six-month extension, and the government will evaluate proposals based on technical qualifications and past performance in similar multidiscipline engineering projects. The solicitation was posted on September 30, 2022, with a submission deadline of November 14, 2022, and includes multiple amendments addressing bidder inquiries. Detailed submission instructions and amendments are available through the PIEE procurement platform under solicitation number W9123622R4006.

This procurement does not include any set-aside designations and is open to full and open competition among qualified architect-engineering firms. The total contract capacity across all awarded contracts will not exceed $240,000,000 over the contract term, with each contractor guaranteed a minimum of $5,000 in task orders. Work will be performed predominantly at Norfolk District's Area of Responsibility locations including Radford, Virginia and Kingsport, Tennessee, with potential assignments at other USACE-supported ammunition plants in Independence, Missouri; Middleton, Iowa; and Scranton, Pennsylvania. The contract capacity may be shared with other Department of Defense agencies or USACE districts upon contracting officer approval and contractor acceptance. The NAICS code 541330 (Engineering Services) and PSC code C1EA (Architect and Engineering-Construction: Ammunition Facilities) classify this as a specialized engineering services contract focused on ammunition facility construction and modernization.
