About this opportunity
The United States Marine Corps, specifically Marine Corps Systems Command (MCSC) and Program Executive Office Digital & Enterprise Services (PEO Digital), is conducting market research for a technology refresh of multiband and single band land mobile radio (MBR/SBR) devices used in Marine Corps Installations Pacific. The procurement aims to address previous technical refresh challenges related to Joint Frequency-12 and host nation approvals, particularly in Japan's Okinawa, Iwakuni, and Fuji regions. Vendors must demonstrate capabilities in providing single band VHF and all-band radio devices that meet APCO P25 compliance standards and are compatible with existing communication systems like IP2LMR, PLMR, and Navy ELMR. The Request for Information (RFI) requires Original Equipment Manufacturers to respond by January 22, 2025, at 14:00 EST, with preliminary questions due by January 10, 2025. Respondents must address 13 specific questions covering technical capabilities, experience, pricing, and system requirements, with submissions limited to 25 pages.
The pre-solicitation notice does not indicate a specific set-aside designation, suggesting the opportunity is open to all qualified vendors. The Bill of Materials details equipment requirements across five Marine Corps bases, including 193 all-band portable radios (79 standard, 30 fire-rated) and 236 single band portable radios (170 standard, 66 fire-rated), along with associated mobile and base station units. While specific unit pricing is not provided, the comprehensive requirement includes supporting equipment like chargers, batteries, holsters, and speaker microphones, as well as subscriber programming, project management, and training services. The contract appears to target Motorola Solutions Inc. compatible systems, with a strong emphasis on providing 5-year warranty coverage and technical support across installations in Japan, South Korea, and Hawaii. The procurement seeks to refresh radio technology with a focus on meeting specific regional communication infrastructure needs and compliance requirements.
Notice text
Marine Corps Systems Command (MCSC) and Program Executive Office Digital & Enterprise Services (PEO Digital), are conducting market research regarding a potential, future technology refresh (Tech Refresh) of the fielded, USMC-owned, multiband, and single band land mobile radio (MBR and SBR, respectively) devices currently in use in the Marine Corps Installations Pacific (MCIPAC) area of responsibility (AOR). Prior technical refreshes of similar assets have had fielding issues related to the lack of regional Joint Frequency (J/F) - 12 or host nation approval due to being a Multi Band asset for Okinawa, Iwakuni, and Fuji (Japan Region). The subscriber unit allocations for theses bases need to be a single band VHF capable asset.
