BACKGROUND: Marine Corps Systems Command (MCSC) and Program Executive Office

Digital & Enterprise Services (PEO Digital), are conducting market research regarding a potential, future technology refresh (Tech Refresh) of the fielded, USMC-owned, multiband, and single band land mobile radio (MBR and SBR, respectively) devices currently in use in the

Marine Corps Installations Pacific (MCIPAC) area of responsibility (AOR). Prior technical refreshes of similar assets have had fielding issues related to the lack of regional Joint Frequency

(J/F) - 12 or host nation approval due to being a Multi Band asset for Okinawa, Iwakuni, and Fuji

(Japan Region). The subscriber unit allocations for theses bases need to be a single band VHF capable asset. The Government contemplates a single procurement and delivery of all devices.

The USMC bases affected are:

1) Marine Corps Base (MCB) Camp Butler, Okinawa Japan

2) Marine Corps Air Station (MCAS) Iwakuni, Japan

3) Combined Arms Training Center (CATC) Camp Fuji, Japan

4) Marine Corps Installation (MCI) Camp Mujuk, South Korea

5) MCB Kaneohe Bay, Hawaii

Any future procurement likely depends on successful integration of the new MBR and SBR devices in use at the receiving USMC facilities listed above and the legacy Association of Public

Safety Communications Officers (APCO) Project 25 (P25) compliant regional LMR trunking systems that have long been in use. These systems have been installed and continue to be maintained by a common original equipment manufacturer (OEM), Motorola Solutions, Inc mailto:francesca.deza@usmc.mil mailto:todd.ingold@usmc.mil mailto:francesca.deza@usmc.mil mailto:odd.ingold@usmc.mil

(MSI), who still provides extensive OEM-certified technical resources. The hosting LMR trunking systems are:

1) Indo Pacific Partnership Land Mobile Radio System (IP2LMR) (Japan and South Korea)

2) Pacific LMR (Hawaii, MCB Kaneohe Bay)

3) Navy Enterprise Land Mobile Radio System (Navy ELMR)

The IP2LMR system has evolved over the years as the scope and user population have changed.

The system originally supported DoD users on mainland Japan and Okinawa and was originally referred to as the Joint Japan Land Mobile Radio (J2LMR) network. In recent years, DoD assets at South Korea bases joined, and the system was renamed to J2KLMR to reflect the addition of the users from South Korea. Most recently, the architecture has shifted to include additional

Indo Pacific Areas of Responsibilities, and the name has become the Indo Pacific Partnership

Land Mobile Radio System (IP2LMR). Supporting documentation for this procurement may refer to any of these system names; but they all refer to the shared DoD LMR trunking system in use throughout the DoD Pacific Theatre.

PEO Digital anticipates that only one OEM can meet all associated requirements without exceeding risk tolerance. The following major factors have been considered:

1) USMC and DoD partner requirements include a combination of features and capabilities that exceeds the standards framework of the APCO P25 program.

2) The requirements set includes non-disruptive delivery and support of the devices on partner systems that require prior approval to operate on the noted regional LMR systems.

3) Only a single OEM appears certified to meet all J/F-12 and Host Nation Approval requirements in Japan, South Korea, and the USA.

REQUIREMENTS: PEO Digital requires an updated assessment of the ability of other OEMs to meet the specific USMC ELMR requirements for devices subscribing to the IP2LMR system.

Major anticipated requirements are summarized below:
