The intent of this solicitation will be to establish a number of Blanket Purchase Agreements (BPAs) with vendors interested in providing road decommissioning, stormproofing, or road closing activities at various locations within the boundaries of the: Siuslaw, Willamette, Umpqua, Rogue River-Siskiyou, Fremont-Winema, and Mt. Hood National Forests and Columbia River Gorge National Scenic Area; Coos Bay, Medford, Northwest Oregon, and Roseburg BLM Districts. The area of coverage will be divided into two Zones and the BPA holders will have the ability to select which Zone(s) they intend to cover. Once a sufficient number of BPAs are issued to cover a Zone, project work may be competed amongst the BPA holders using the simplified procedures for Blanket Purchase Agreements outlined in Federal Acquisition Regulations (FAR) 13.303.
The types of performance based services to be covered by any issued BPA would include but is not limited to: culvert removal, hauling of excavated material, water barring and installing rolling dips, restoring of stream channels, road surface ripping, fill pullback, seeding and mulching, installing barricades and other work as requested.
The solicitation used to establish the initial group of BPA holders will be issued via this web site on or about March 1, 2017. The solicitation will be set-aside 100% for small businesses. The applicable NAICS is 115310 with a corresponding size standard of $7.5 million. The initial solicitation will result in 5 - 7 awards per Zone. The number of BPA holders may be adjusted over time to ensure there is sufficient coverage for the services being ordered.
