About this opportunity
The Naval Air Systems Command (NAVAIR), specifically the V-22 Joint Program Office, intends to award a firm-fixed price delivery order under Basic Ordering Agreement N00019-22-G-0002 to Bell-Boeing Joint Program Office on a sole source basis. The procurement focuses on acquiring 12,000 Application Specific Integrated Circuits (ASIC) units and 11,000 Electronically Erasable Programmable Read Only Memory (EEPROM) units to prevent interruption to the V-22 Osprey's mission. The contract will be awarded under Title 10 U.S.C. 2304(c)(1), which allows for sole source procurement when only one responsible source can satisfy agency requirements. Bell-Boeing JPO is deemed the sole developer, designer, and manufacturer of the V-22 aircraft, making them the only source with necessary technical data and expertise. While this is not a competitive solicitation, interested parties may submit capability statements within 15 days of publication, though the government retains full discretion in determining whether to compete the delivery order.
The solicitation does not have a specific set-aside designation and is being procured through a defense agency mechanism. The anticipated delivery order will be performed in Amarillo, Texas, and is categorized under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. Bell-Boeing JPO is the anticipated sole contractor, with the procurement valued at the cost of 12,000 ASIC units and 11,000 EEPROM units. For potential subcontracting opportunities, interested parties are directed to contact Jen McKeon at Jennifer.m.mckeon@boeing.com or Shari Askew at supplierdiversity@bh.com. The solicitation was posted on August 17, 2023, with responses due by September 1, 2023, indicating a relatively short window for potential interested parties to express their capabilities.
