About this opportunity
The Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base issued a sole-source justification on August 31, 2026, and intends to award a firm-fixed-price contract to MTS Systems Corporation for maintenance, support, and repair of proprietary MTS servo-hydraulic laboratory equipment at the Air Force Institute of Technology (AFIT) effective September 9, 2026 through September 8, 2027. AFLCMC conducted extensive market research—including GSA Advantage review, Internet search, subject matter expert consultation, and a Sources Sought notice published August 12, 2026 (response deadline August 27, 2026)—and found no competing vendors capable of meeting the performance requirements. MTS Systems Corporation is the sole source able to provide proprietary maintenance, calibration, remedial and preventive maintenance, emergency repair services (24-hour response), and genuine OEM replacement parts without introducing integration, operational, or sustainment risk. The contract is awarded under FAR 13.106-1(b)(1) and RFO 6.103-1. Required performance includes maintaining 90 percent of laboratory equipment in proper working condition, completing 95 percent of service calls within required timeframes (48 hours for repairs, 5 days for return to operational condition), and developing a quality control program. The contractor must supply personnel meeting either a two-year technical degree plus three years of MTS servo-hydraulic experience or five years equivalent experience, maintain service records by serial number, and provide a contract manager available during business hours (Monday–Friday, 0800–1700). Solicitation number FA860126Q0125; NAICS 334519; PSC J066.

Extensive market research was conducted to identify potential sources. Techniques included, but were not limited to, a GSA Advantage review, Internet market research, a review of similar procurements at WPAFB, input from Subject Matter Experts (SMEs), and a Sources Sought notice. This research confirmed that MTS Systems Corporation is the only source capable of meeting the Government’s minimum requirements as outlined in the Performance Work Statement (PWS).
The WPAFB Air Force Institute of Technology (AFIT) is already equipped with MTS systems proprietary equipment. To ensure performance, all maintenance services must be from MTS Systems Corporation. Therefore, MTS Systems Corporation is the only source capable of providing proprietary services that satisfy the specific requirement of the PWS.
Furthermore, AFIT also maintains a preventive maintenance plan for its existing MTS Systems equipment. MTS Systems Corporation offers an extended warranty on their propriety equipment, that will ensure the equipment will be available to support AFIT students.
