About this opportunity
The Bureau of Land Management (BLM) California State Office Telecommunications Program has issued a Special Notice for a sole-source lease of the Mt. Laguna Communications Site. The notice pertains to a follow-on contract (Solicitation Number 140L1225Q0016) for maintaining a critical communications infrastructure that supports field operations for the El Centro and Palm Springs Field Offices. This lease is being pursued under Simplified Acquisition Procedures and is justified by the unique geographical and operational characteristics of the Mt. Laguna site. The existing site provides essential line-of-sight connectivity and infrastructure that would be prohibitively expensive to replicate elsewhere. The notice is specifically structured as a sole-source procurement in accordance with Federal Acquisition Regulation (FAR) provisions.
The primary objective of this Special Notice is to secure a lease that ensures uninterrupted communication services critical to employee safety and field operations. The contract will cover the period from July 1, 2025, through June 30, 2026, with provisions for four additional option periods and is anticipated to be a firm fixed-price contract. Interested firms must submit written evidence of their capabilities to Laurie Ehlinger at lehlinger@blm.gov by May 7, 2025, at 09:00 AM PST, referencing notice number 140L1225Q0016. The opportunity falls under NAICS code 531120 for lessors of nonresidential buildings, with a size standard of $19.0 Million. Contractors must demonstrate clear and compelling evidence of their ability to provide the required services, understanding that the government retains sole discretion in determining competitive requirements. The notice emphasizes that it is not a competitive solicitation but a mechanism to evaluate potential alternative sources for the communications site lease.
