Justification for Other than Full and Open Competition Bureau of Land Management FAR 13.106-1(b)(1) Simplified Acquisitions

1. Identification of the agency and the contracting office. Bureau of Land Management, CA State Office Support Services Division, Telecommunications Branch 2800 Cottage Way, Ste. W-1623, Sacramento, CA 95825-1886
2. Description of supply or service required to meet the agency’s needs.
This action involves reentering into a lease agreement for continued use of the Mt. Laguna Communications Site without soliciting full and open competition. The lease will provide access to the communications site and facilities necessary to support critical employee and public safety operations in the region. The lease covers land use and associated infrastructure essential for uninterrupted services.
3. The rationale or circumstances for limiting competition.
BLM seeks to establish a communications site lease at Mt. Laguna to support the El Centro Field Office resource area. This lease will enhance employee safety by improving radio communication coverage for BLM staff working in the field.
4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.
The Mt. Laguna Communications Site is a unique, geographically strategic location with existing infrastructure that supports field going personnel. No alternative sites in the vicinity meet the operational requirements due to:
· The terrain and elevation of Mt. Laguna, which provide critical line-of-sight connectivity.
· Existing infrastructure investments at this site that would be cost-prohibitive to replicate elsewhere.
· Dependency on uninterrupted services currently provided through this site, which are vital to employee and public safety.
Given these factors, a competition would not yield practical or viable alternatives.
