About this opportunity
The Department of the Interior Bureau of Reclamation is seeking a contractor to provide trash and refuse collection, removal, transportation, and disposal services at Canyon Ferry in Montana through a Sources Sought Notice. The services will be performed at nine locations including the Canyon Ferry Office, Powerplant, Magpie Ware Yard, and seven recreation area campgrounds across Lewis and Clark and Broadwater Counties. The contractor must furnish all labor, equipment, materials, supplies, and necessary licenses and permits, with trash removal required on an "as required" basis (typically weekly during summer months) and a response time of two days from notice of request. Services must be performed between 8:00 a.m. and 5:00 p.m., Monday through Friday, with waste disposal at approved landfills at the contractor's expense. The government has not yet published formal evaluation criteria, as this is a Sources Sought Notice designed to gather contractor capability information; however, prospective contractors must submit capabilities statements to Michael Hirsch at mhirsch@usbr.gov by February 20, 2026, at 4:30 p.m. Mountain Standard Time, with an anticipated formal solicitation release on or before March 2, 2026.
This opportunity is set aside as a Total Small Business contract under NAICS code 562111 (Solid Waste Collection) with a small business size standard of $47.0 Million. No incumbent contractor or award value has been disclosed in the pre-solicitation materials. The contract will operate from July 1, 2026, through June 30, 2027, with four optional one-year renewal periods and a six-month extension period exercisable at the government's discretion. Based on 2023-2024 historical data, the estimated annual trash volume is 1,424 cubic yards across all nine locations, with year-round service required at the office, powerplant, and ware yard and seasonal service (May 1 through September 30) at recreation sites. A Firm-Fixed Price with Fixed Unit Pricing contract type is contemplated, requiring the contractor to deliver 4-yard containers to recreation sites by May 1 annually and remove them by September 30. Prospective contractors must maintain active registration in the System for Award Management (SAM) and should include evidence of relevant experience within the last five years (limited to three past projects) along with documentation of equipment assets and company responsibility in their capability statements.
