Bureau of Reclamation

Great Plains Region Montana Area Office

Canyon Ferry Division Canyon Ferry Recreation Area

Helena, Montana

PERFORMANCE WORK STATEMENT

1. BACKGROUND

The Bureau of Reclamation anticipates award of a contract for refuse removal and disposal services at Canyon Ferry Office, Ware yard, Powerplant, and Recreation Areas, located in Lewis and Clark and Broadwater Counties, Montana. Canyon Ferry work includes trash and refuse collection, removal, transportation and disposal at appropriate landfills. Trash collection points are located at various sites around the reservoir including seven campgrounds, one office, one ware yard area, and one powerplant.

Canyon Ferry Recreation Area is located approximately 20 miles east of Helena, Montana.

Placement sites of the dumpsters will be around the Canyon Ferry Reservoir. Each area is accessible by gravel road. A map of the Canyon Ferry Recreation Area is located in Appendix A.

Additional information can also be found at the following web site:

http://www.usbr.gov/gp/recreation/cfrrec.cfm

The Contractor shall furnish all necessary labor, materials, equipment, and supervision to collect and dispose of trash and refuse. The objective of this contract is to provide the Canyon Ferry Division with highly professional, timely, responsive and environmentally responsible trash and refuse collection and disposal services. The stated quantities are estimated and will be used for evaluation purposes only. No claim shall be made against the Government for any excess or deficiency therein.

2. SCOPE

Work to be performed includes trash and refuse collection, removal, transportation, and disposal at appropriate landfills. Trash collection points are located at various sites around the reservoir including seven campgrounds, one office, ware yard area, and one powerplant. Eight collection points are in Lewis and Clark County, and two are in Broadwater County. The timely and accurate performance of these services must be recognized as a mandatory requirement of this contract.

It is anticipated that the term of the contract shall be from July 1, 2026 through June 30, 2027 plus four 1-year option periods and a 6 month extension period. The exercising of such option periods will be made at Reclamation’s discretion.

http://www.usbr.gov/gp/recreation/cfrrec.cfm

Trash removal services shall be performed between the hours of 8:00 a.m. and 5:00 p.m. All work shall be performed in accordance with the instructions listed in Part IV – Summary of Requirements below.

Trash containers at collection points must be large enough to accommodate the waste generated at each site. Information about estimated waste generated at each site is contained in Appendix B. These estimates are based on records of past waste disposal. Containers shall be emptied at appropriate intervals so that trash does not overflow from the container. Containers must be located so that they are convenient for use by visitors and employees. Space is limited at the collection points, so containers must not interfere with visitor use, traffic flow, or operation of the facility. There are specific sites identified for the location of containers. These sites were chosen for their convenience, accessibility and security.

Collection of extraordinary refuse and debris outside the scope of this contract will be handled as a separate requirement if such a need develops.

Inclement Weather Schedule. The contractor shall collect refuse during inclement weather except in cases of unduly severe weather and as authorized by the contracting officer. Make-up collections shall be performed 24 hours after the severe weather has terminated. If all make-up collections cannot be made in 24 hours, the contractor shall submit a revised schedule to the contracting officer for approval.

The amount of work requested is the maximum estimated amount and will not be considered a fixed purchasing obligation on behalf of Reclamation. Visitor use will determine the contract requirements and locations; therefore, it is possible that only a portion of the contract could be required during the contract period. There is also a possibility that the number of required dumpsters to be emptied may extend beyond the maximum estimated amount, in which case, additional payments will be authorized at the quoted price for each respective area.

Throughout the life of this contract, the contractor is encouraged to continuously seek ways to incorporate innovative and emerging technologies that in the most economic and efficient manner improves mission performance.

3. PERIOD OF PERFORMANCE

The term of the contract will be from July 1, 2026, through June 30, 2027, plus four 1-year option periods and a 6-month extension period. The exercising of such option periods will be made at Reclamation’s discretion.

The period of performance will be from July 1, 2026, to June 30, 2027, for garbage collection at the office, powerplant and ware yard.

The period of performance for garbage collection at the recreation sites will be from May 1, 2026, to September 30, 2026.

The Contractor shall only perform work from 8:00 am to 5:00 pm, Monday thru Friday, unless otherwise stated.

The Government reserves the right to utilize any method of inspection as necessary to assure contractor performance with all the requirements of the contract.

11. PERFORMANCE CRITERIA

The designated QAE will document acceptable and unacceptable contract performance. If the QAE considers the contractor's performance to be unsatisfactory, the information will be reported to the CO. 13. GOVERNMENT REMEDIES

The Government will compare the contractor's performance to industry standards and will not exclude common sense considerations as applied by the QAE. The CO will follow the requirements of FAR Clause 52.212-4(a) for the contractor’s failure to correct nonconforming services. The Government will consider work incomplete when any one of the following conditions exits:

- The contractor did not perform any or all of the tasks.

If the performance of any required service is unsatisfactory, and poor performance is clearly the fault of the contractor, the Government may reduce the contract price to reflect the reduced value of defective services, if the Government notifies the contractor in writing prior to executing such payment deductions.
