About this opportunity
Naval Sea Systems Command issued a Consolidation Determination and Findings on September 11, 2026, approving consolidation of Fleet Maintenance Availabilities and Incremental Selected Restricted Availabilities on DDG-51 class ships homeported in Norfolk, Virginia from multiple-award IDIQs into single-award MSSP contracts, with a response deadline of September 17, 2026. The procurement carries a partial small business set-aside.
The Navy intends to award up to three contracts in each of two lot types per homeport: a Facilitized Lot for maintenance performed at contractor-provided facilities (requiring Tier I Master Ship Repair Agreement holders) and a Non-Facilitized Lot for maintenance at government facilities (requiring Tier I or II MSRA holders). Under the consolidation, individual contractors will assume responsibility for all maintenance, modernization, and repair scope for assigned DDG-51 class ships over the contract period. Contracts are planned for Fiscal Year 2027 with three one-year ordering periods.
Market research confirms robust competition exists among multiple large and small businesses with demonstrated capability. The Navy justified consolidation based on long-term contractor-ship relationships improving vessel maintenance understanding, increased competitive pressure through single large competitions versus numerous individual competitions, recurring mobilization cost avoidance, economic order quantity improvements with suppliers, and administrative efficiencies through pre-priced task menus. Small business participation will be encouraged through subcontracting requirements and award fee adjustments based on small business subcontracting performance. The CD&F authorization expires December 31, 2027.
