About this opportunity
The Mine Safety and Health Administration (MSHA), operating under the Department of Labor's Office of the Assistant Secretary for Administration and Management, is seeking to procure ten (10) each of Skydio X10 Starter Kits, Skydio RTK/PPK for X10 attachments, Skydio NightSense with Visible Light Attachments for X10, and Skydio 3D Scan for X10 units, along with one (1) shipping service. The procurement is intended to support MSHA Enforcement's pilot program to enhance accident investigations and inspections through state-of-the-art image capturing technology, enabling safer and more efficient documentation of hazardous areas. The government will utilize Lowest Priced Technically Acceptable (LPTA) source selection procedures and will evaluate quotations based on technical acceptability against specified product requirements—including 40-minute flight time, 45 mph maximum horizontal speed, 1 cm RTK/PPK accuracy, IP55 ruggedness rating, true 360-degree obstacle avoidance, and a 1-inch 50.3MP CMOS sensor—as well as price reasonableness. Quotations are due by April 24, 2026, at 9:00 a.m. ET, and quotes must remain firm for 90 days following submission.
This is a Total Small Business Set-Aside procurement with delivery required within 150 days after receipt of order (ARO), as revised by amendment issued on April 15, 2026. The original solicitation required 30-day delivery, but an amendment extended this timeframe to accommodate prospective vendors' production and logistics capabilities. Delivery is FOB Destination to the MSHA Approval and Certification Center in Triadelphia, West Virginia, with no award value range specified in the solicitation notice. Potential suppliers include authorized resellers such as ADS Inc. and Adorama, as well as the equipment manufacturer, Skydio Inc., which offers quantity discounts. Prospective contractors must be registered in the System for Award Management (SAM.gov) and must comply with applicable Federal Acquisition Regulation clauses addressing whistleblower protections, buy American requirements, anti-trafficking provisions, and telecommunications equipment prohibitions.
Notice text
The drone will be used as part of MSHA Enforcement’s pilot program to incorporate state-of-the-art image capturing technology in its investigations and inspections. This technology will greatly enhance the speed, efficiency, accuracy, thoroughness, and safety of accident investigations and inspections. For example, the drone can be quickly deployed at accident sites and access areas that would otherwise be unsafe to capture images of areas, objects, and structures in enhanced 2-dimensional image and video, as well as in 3-dimensions. The pilot program will involve three Enforcement districts; and when complete, the plan is to incorporate lessons learned and implement this technology in the rest of Enforcement’s districts and field offices.
The prospective contractor must have the ability to meet all requirements needed for the Skydio X10 Starter Kit drone Part Number: DR4ESKT2VLG0000NA, Skydio RTK/PPK for X10 Part Number: DR4ATTRTK, Skydio NightSense with Visible Light Attachment for X10 Part Number: DR4ATTSWNAV to the specifications stated in the solicitation.
