About this file

This is a Limited Source Justification document for a brand-name acquisition under FAR Part 8.4 (Federal Supply Schedule).

The U.S. Department of Labor, through its Office of Administrative Services Management/Office of Procurement and Environmental Excellence (OASAM/OSPE), seeks approval for a firm-fixed price order of a Skydio X10 Starter Kit NA + VT300-L using FY26 funding. The Mine Safety and Health Administration's Health Inspection Department requires this equipment to detect mercury contamination at mine sites across the district, as mercury exposure presents a health hazard to miners and mercury testing is integral to comprehensive health inspections aimed at worker safety. The equipment is not repairable and must be purchased new. The contracting activity is located in Washington, DC, while the customer agency is based in Pittsburgh, PA.

The justification identifies ADS Inc., Adorama, and Skydio Inc. as the only suppliers capable of providing the specified equipment, with Skydio being the manufacturer and the other two operating as resellers. The manufacturer is offering a quantity discount on the purchase. The item is not available on the GSA Multiple Award Schedule, and no equivalent product currently exists on GSA. The contracting officer will periodically research the open market to identify additional resellers for future acquisitions. The document was technically certified by Jonathan Taylor (Contracting Officer's Representative) and approved by Alicia M. Jackson (Contracting Officer) on April 8, 2026.

8. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services is made:
