About this opportunity

The Department of Labor Office of the Assistant Secretary for Administration and Management is procuring one HBK 4226 Multi-Function Calibrator on behalf of the Mine Safety and Health Administration (MSHA), with offers due September 25, 2026. The acquisition is designated a Women-Owned Small Business set-aside, though the pre-solicitation notice header states no set-aside is used; the RFI attachment clarifies the actual WOSB set-aside requirement.

The calibrator must include internal and external generators at three levels and frequencies spanning 31.5, 63, 125, 250, 500, 1,000, 2,000, 4,000, 8,000, 12,500, and 16,000 Hz, with distortion and 114 dB specifications. Delivery is required within 150 days after receipt of order to the Pittsburgh Safety and Health Technology Center. MSHA will use the instrument to calibrate noise dosimeter calibrators for enforcement compliance with occupational noise exposure standards at coal and metal/nonmetal mines. An accredited calibration certificate is required with delivery.

The contract is firm fixed price and will be awarded on a Lowest Priced Technically Acceptable basis to the responsive, responsible contractor whose quote conforms to specifications and demonstrates technical acceptability. Quotes must be submitted via email and held firm for 90 days from receipt. All prospective vendors must be registered in SAM to be eligible for award. The Contracting Officer is Alicia M. Jackson and the Contract Specialist is Michael Whiddon.
