The U.S. Department of Labor, on behalf of the Mine Safety and Health Administration (MSHA), Office of Standards, Regulations, and Variances, seeks NARA-compliant digitization services with proposals due September 21, 2026. This is a women-owned small business set-aside at 100 percent under the $4 million size standard for NAICS 518210.
Place of performance is Washington, DC. The base requirement covers digitization of approximately 53 boxes containing 141,655 pages of permanent MSHA/OSRV records over a twelve-month period from award. Services include file preparation, scanning, optical character recognition where technically feasible, metadata application with minimum file-level indexing (Agency, File Name, Record ID, Title, Description, Creator, Creation Date, Rights, Directory/Physical Location), quality control, secure transfer via sFTP, and return of physical originals. Digitized records must be delivered in NARA-approved formats and comply with Section 508 accessibility requirements. The contractor must establish receiving and chain-of-custody procedures, provide monthly progress reports and a final report with discrepancy resolution, and maintain quality standards requiring at least 98 percent image acceptance and 99 percent OCR accuracy for legible text. Scanning resolution is 300 ppi as standard, with 300–600 ppi for bitonal or 300–400 ppi for grayscale and color where needed for legibility. All contractor personnel must meet DOL/MSHA security, background investigation, and training requirements before accessing Government records or facilities.
Two optional CLINs are available: validation of approximately 44 previously scanned boxes (117,000 pages) and approximately 80 docket files, plus optional additional digitization of approximately 2 boxes, with an anticipated option exercise date of September 15, 2027. Award will be a firm fixed-price task order. Evaluation weighs technical capability, experience, management plan and quality control, and past performance as more important than price.
