About this opportunity

The Drug Enforcement Administration (DEA) has issued a Special Notice announcing its intent to negotiate a sole source procurement with NIC4, Inc. for MSAT Airtime Service. The notice was posted on March 13, 2025, and relates to a potential contract opportunity under the North American Industry Classification System (NAICS) Code 334290. The procurement will be conducted using FAR Part 13 Simplified Acquisition Procedures and will result in a firm fixed-price (FFP) purchase order. This notice specifically allows other vendors to submit capability statements if they believe they can meet the government's requirements, though the DEA retains sole discretion in determining whether to open the requirement to competition.

Contractors interested in this opportunity must submit their capability statements electronically to Monica.J.Gehrer@dea.gov by March 19, 2025, at 10:00 AM Eastern Standard Time. The notice emphasizes that this is not a competitive quotation request, and no Request for Quotation (RFQ) will be made available. Vendors seeking to participate must carefully review the attached justification document, which provides details under FAR 6.302-1(c) for the sole source procurement approach. While the notice does not specify explicit eligibility criteria beyond the ability to meet the government's requirements, potential contractors should be prepared to demonstrate their capabilities in providing MSAT Airtime Service. The DEA will evaluate submitted capability statements and make a final determination on whether to maintain the sole source procurement with NIC4, Inc. or consider alternative vendors.
