About this opportunity

The Air Force Sustainment Center (AFSC) is seeking market research to identify potential SBA Certified 8(a) contractors for pre-data cleaning support related to the Maintenance, Repair and Overhaul Initiative (MROi) Oracle Cloud Infrastructure (OCI) implementation. The procurement will support AFSC's organic depot complexes, specifically focusing on preparing data elements for synchronization of Doctrine, Organization, Training, Leadership, Education, Personnel and Facilities (DOT_LPF) and Organization Change Management (OCM) activities. Interested contractors must respond by February 18, 2025, with detailed company information including CAGE code, business size status, SAM/WAWF registration, and documentation of similar services performed for government and commercial clients in the past three years. Respondents should limit their submissions to 4 pages and provide information about potential teaming arrangements. The government will use the market research to determine the most appropriate acquisition strategy, with the current intent being to restrict the solicitation to SBA Certified 8(a) small businesses.

The contract opportunity falls under NAICS code 541511 (Custom Computer Programming Services) with a size standard of $34.0M, and while currently planned for 8(a) set-aside, the government reserves the right to modify the acquisition approach based on market research results. The work will be performed at Ogden Air Logistics Center, Hill AFB, Utah, with normal operating hours from 6:00 AM to 6:00 PM, Monday through Friday. Contractors will be expected to provide expertise in depot operations, legacy logistics IT systems, and support for complex implementation activities, including creating and maintaining data spreadsheets, researching technical orders, and validating part numbers. Deliverables will include monthly status reports, a quality control plan, user guides, and technical reports. While specific award value is not disclosed, the size standard suggests potential contract values up to $34 million, with the effort being a follow-on to a previous 8(a) program contract.
