Key qualifications include the requirement for trained and qualified technicians, all necessary materials and supplies provided by the contractor, and maintenance of a firm fixed price with no escalation adjustments. Critical deadlines include a mandatory pre-quotation conference and site visit on February 19, 2026, at 10:00 a.m., with prospective quoters required to register with the procurement department by February 17, 2026, at 12:00 p.m., and final quotation submissions due by March 1, 2026, at 4:30 p.m. local time.
This solicitation involves no set-aside designations and covers a one-year base period with up to four optional one-year renewals, providing a potential five-year performance period. Insurance requirements mandate public liability coverage of $100,000 per occurrence/$100,000 cumulative and workers' compensation coverage. Contractor personnel require advance authorization, police clearance, and mandatory security briefings. The place of performance is Djibouti, and all quotation submissions must include SAM registration proof, completed SF-1449 forms, Section 1 pricing for each year along with repair labor rates and emergency service rates, Section 5 representations and certifications, and be formatted in MS-Word, MS-Excel, or PDF not exceeding 30MB.
