About this opportunity
The National Institute on Drug Abuse (NIDA), part of the Department of Health and Human Services National Institutes of Health, has issued a Sources Sought notice for a Mouse head-fixation with locomotor navigation system. This specialized laboratory equipment is required to conduct behavioral experiments while simultaneously recording calcium signals that indicate neuronal activities from mouse brains. The system must enable researchers to measure conditioned behavioral responses (both operant and Pavlovian) and neural activities from the same subject simultaneously, while allowing mice to produce behavioral responses during head-fixed two-photon calcium-imaging recording sessions. Interested vendors must provide information regarding their availability and capability to meet the requirement, including manufacturing location details and size status under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing). Responses to this market research notice are due by July 7, 2025, and will help the government determine the appropriate acquisition method and whether a set-aside is feasible.
This procurement does not include any set-aside designations and is open to all qualified businesses, though small businesses are specifically encouraged to respond. No incumbent contractors or potential award values are mentioned in the notice, as this is strictly a market research effort to gauge industry capability and capacity. The government emphasizes that this is not a solicitation and no awards will be made based on responses to this notice, with the government accepting no responsibility for costs incurred by respondents. The notice includes reference to Buy American Act considerations through an attached waiver process document, indicating potential domestic sourcing requirements for the final procurement. The procurement falls under PSC code 6640 for Laboratory Equipment and Supplies, reflecting the specialized scientific nature of the required equipment.
Notice text
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations.
The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources; whether they are small businesses or other than small businesses. For equipment/supply requirements, responses must include the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture). For equipment/supply requirements, small businesses must also address the size status of the manufacturer under the applicable NAICS code (i.e. address Non-Manufacturer Rule).
Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only.

Purpose and Objectives: National Institute on Drug Abuse (NIDA) requires a Mouse head-fixation with locomotor navigation system to conduct behavioral experiments while calcium signals, indicating neuronal activities, from the mouse brain are being recorded. To understand behavioral functions of neural activity, NIDA requires a behavioral device that fulfills two major needs. First, it is necessary to measure conditioned (operant and Pavlovian) behavioral responses and neural activities from the same subject at the same time. Second, the mouse must be able to produce behavioral responses while being head-fixed for the two-photon calcium-imaging recording
