About this opportunity
The U.S. Department of Justice, Drug Enforcement Administration is conducting a sole-source award to Motorola Solutions for STARCOM21 Radio service, with a response deadline of September 25, 2026 at 1:00 pm EST; this is a set-aside for total small business and represents a firm-fixed-price purchase order anticipated at $158,100 covering October 1, 2026 through September 30, 2027.
The procurement is not open to competition. FAR 6.302-1(c) authorizes the sole-source determination because Motorola Solutions owns and operates STARCOM21, the only statewide radio system covering Illinois at 700/800 MHz with Project 25 compliance. The network currently serves more than 45,000 subscribers from state, local, federal, and non-governmental entities. Market research confirmed that no alternative systems or service providers exist to provide equivalent statewide coverage, making competitive solicitation impracticable. The requirement is recurring in nature and will support Agents and Task Force Officers conducting case-related activities.
The acquisition is conducted through FAR 13.106-3(b) for open market purchase orders and applies FAR Part 12.3 provisions and clauses for commercial items. NAICS code 334220 applies. Donita Hood (Donita.L.Hood@dea.gov) is the point of contact. Sole Source Documentation is attached. The Government retains sole discretion to determine whether to open the requirement to competition based on responses to this notice.
