The contractor must deliver all management, personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to conduct three Motorcycle Safety Foundation (MSF) certified courses: Basic Rider Course eP1x11, Basic RiderCourse2 (BRC2)-Skills Practice, and Advanced RiderCourse (ARC)-Skills Practice. All instructors must hold current MSF certifications, and the contractor must maintain an active and valid MSF Rider Education Recognition Program (RERP) certification throughout the contract duration. The Performance Work Statement indicates that classroom training will be conducted at a USAF-provided building at Cannon AFB with rider training held at the MSF range on base. The pre-solicitation notice was posted on February 3, 2026, with a due date of February 10, 2026, though this is currently noted as market research with no guarantee that a contract will be awarded.

This procurement is designated as a Total Small Business set-aside, limiting competition to qualified small business entities. The contract requires the contractor to conduct a minimum of 30 registrations annually for the Basic Rider Course eP1x11 and a minimum of 40 registrations annually each for the BRC2 and ARC courses, with all courses scheduled between February and October. Class sizes are capped at a 6:1 participant-to-trainer ratio with a maximum of 12 students for riding exercises, and operating hours should be from 0800 to 1700. The contractor must provide all motorcycles, training materials, safety equipment, and range materials, as well as maintain comprehensive collision, medical, and general liability insurance annually. Additionally, contractor personnel must obtain and maintain appropriate security clearances for Cannon AFB access, and successful course participants must receive MSF completion cards within three days of course completion.
