About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking repair or modification services for an alternating current motor, identified under NSN 7H-6105-014365751-E3 (TDP VER 009). This procurement falls under the Motors, Electrical product service category (PSC 6105). The Government intends to negotiate with a single source under FAR 6.302-1 authority, as it has determined that the data rights necessary to procure this part from additional sources are uneconomical to obtain, and reverse engineering is similarly uneconomical. All responsible sources are invited to identify their interest and capability to respond; however, this pre-solicitation notice is not a request for competitive proposals. Interested parties must submit capability statements or expressions of interest within 15 days of this notice if they believe they can satisfy the Government's requirement with a commercial item. The Government will consider all proposals received within 45 days of the notice publication (30 days if award is under an existing Basic Ordering Agreement) to determine whether to conduct a competitive procurement, though the final decision to compete remains solely within the Government's discretion.

This procurement carries no small business set-aside designation and requires delivery at three units, FOB origin. The notice does not identify specific incumbent contractors, potential award values, or budget ranges. The pre-solicitation notice was posted on November 1, 2025, with a final response due date of November 18, 2025, allowing prospective contractors approximately 17 days to submit their interest and capability information. Trade agreement restrictions apply, including the Buy American Act and Free Trade Agreements provisions under DFARS clause 252.225-7036, as well as World Trade Organization Government Procurement Agreement requirements under DFARS clause 252.225-7021. The Government has determined that commercial item acquisition policies under FAR Part 12 are not applicable to this procurement based on market research findings.
