About this opportunity

The Department of the Air Force Air Mobility Command is seeking to procure nine (9) MOSKITO TI Laser Range Finders for the 821 CRG at Travis Air Force Base in California. These specialized devices are required to support weather personnel operations, specifically to provide day and nighttime visibility markers in austere environments, in accordance with Air Force weather doctrine AFMAN 15-111. The laser range finders must have the capability to observe distances of 10,000 meters or greater and withstand harsh environmental conditions such as dust and humidity. The government will evaluate quotes based on technical capability and price using a comparative assessment process. Interested vendors must be registered in the System for Award Management (SAM) and submit their quotes via email to contract specialist Vanessa Siegel and contracting officer Vitaliy Kim by April 11, 2025, at 12:00 PST.

The solicitation is set aside as a Total Small Business opportunity, targeting commercial and service industry machinery manufacturing with a small business size standard of 1,000 employees. The procurement will be executed as a Firm Fixed Price contract, with delivery specified to 721 CRS, 107 Ragsdale St, Building 925 at Travis AFB. After multiple attempts to seek competition, including a Sources Sought notice and GSA Advantage search, the government determined that no vendors fully met the specified requirements, potentially leading to a sole-source procurement. The laser range finders must meet specific physical dimensions of 130 x 185 x 80 mm, weigh under 1.2 kg, and be powered by two 3V/CR 123A lithium batteries. The equipment is critical for providing real-time weather intelligence that can directly impact operational decisions such as ground operation tempo, sustainment operations, and logistics support area positioning.
