About this file

This document is a Statement of Need for a Laser Range Finder issued by the 821 CRG at Travis Air Force Base on 18 Feb 2025. The Air Force requires nine (9) MOSKITO TI Laser Range Finders to support weather personnel operations, specifically to provide day and nighttime visibility markers in austere environments. The laser range finder has critical specifications including dimensions of 130 x 185 x 80 mm, weight under 1.2 kg, powered by two 3V/CR 123A lithium batteries, and capable of observing distances of 10,000 meters or greater while withstanding harsh environmental conditions like dust and humidity.

The procurement is driven by Air Force weather doctrine (AFMAN 15-111 para 4.11.1), with the primary objective of enabling weather forces to provide real-time weather intelligence for mission planners and aviation personnel. The MOSKITO TI is noted as the only range finder in the market offering high-resolution day and night optics, which can directly impact operational decisions such as ground operation tempo, sustainment operations, and logistics support area positioning. Delivery is specified to 721 CRS, 107 Ragsdale St, Building 925 at Travis AFB, California 94535.

Statement of Need for

Laser Range Finder

18 Feb 2025

The 821 CRG On Travis AFB, CA, has a requirement for nine (9) MOSKITO TI Laser Range Finder.

Air Force weather doctrine AFMAN 15-111 para 4.11.1. requires weather personnel to have day and nighttime markers for any visibility reference tools. This specific laser range finder can observe 10,000 m or greater distances and withstand harsh environmental conditions such as dust and humidity. These capabilities will be pivotal in determining the visibility conditions in the austere environments where the CRW requires weather forces to operate. The requirement of the Laser Range Finder stems from the necessity to directly support land and aviation components at the tactical levels by providing weather observations in austere airfields. This will shape current and future operations by providing real-time weather intel for mission planners and flyers. Visibility observations can affect decisions regarding the tempo and timing of ground operations, including decisions on when to conduct sustainment operations and where to set up logistics support areas. Moreover, the MOSKITO TI Laser Range Finder is the only range finder in the market that can observe at a high resolution for day and night optics.
