About this opportunity
The Federal Housing Finance Agency (FHFA) is conducting market research to identify a vendor capable of providing comprehensive mortgage finance training programs. The agency seeks a turnkey solution that includes online and in-person training for up to 24 students, complete training materials, certification tests, and professional credentialing programs equivalent to designations such as Accredited Mortgage Professional and Certified Mortgage Banker. Key objectives include gauging vendor interest, identifying vendor capabilities, and verifying work requirements are clear and attainable. The evaluation will focus on vendors' experience, past performance, pricing structures, and ability to meet specific training and certification needs. Interested vendors must submit a response by 2 PM ET on May 27, 2025, to Natalie.Wallace@fhfa.gov, including a letter of interest, firm capabilities overview, size status, suggested pricing, and client references.
The pre-solicitation notice does not indicate a specific set-aside designation, meaning the opportunity is open to all qualified vendors. While no incumbent or current contractors are named, the solicitation targets vendors in the Professional and Management Development Training NAICS category (611430). The precise budget or award value is not specified, though vendors are requested to provide a rough order of magnitude pricing for each course. The training programs will be delivered both online and in-person at the FHFA headquarters in Washington DC, with a maximum class size of 24 students. The agency intends to use the market research to formulate a subsequent procurement strategy and solicitation, suggesting this is a preliminary information-gathering phase with potential for a future contract award.
