About this opportunity
The National Park Service Contracting Operations Central, Northern Rockies Major Acquisition Buying Office is conducting a market survey for the Mormon Row Improvements project at Grand Teton National Park. This sources sought notice seeks small business contractors qualified in highway, street, and bridge construction (NAICS 237310) to perform landscape repairs, trail resurfacing, parking area construction, accessibility improvements, and interpretive enhancements at the historic Mormon Row Historic District. The procurement targets multiple socioeconomic categories, including Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), and Indian Small Business Economic Enterprise (ISBEE) firms. Interested contractors were required to submit capability statements by December 1, 2025, at 12:00 PM Mountain Time via email to molly_lynam@nps.gov. An industry day and site visit was held on December 10, 2025, at 12:30 PM MT to allow potential contractors to view the project location and meet with government representatives. This is a market research effort only and does not constitute a formal solicitation or commitment by the government to issue future contracts.
This procurement carries no set-aside designation beyond the socioeconomic preferences noted above, and no incumbent contractors are identified in the notice. The estimated project value ranges between $1,000,000 and $5,000,000, with construction scheduled to occur across two performance periods: June 1 to November 15, 2026, and June 1 to July 31, 2027. The small business size standard for NAICS code 237310 is $45 million in annual revenue. Specific project improvements include constructing a 50-vehicle parking area, installing vault toilets and shade structures, creating accessible pathways and crosswalks, installing wayfinding and interpretive signage, and performing landscape restoration. The National Park Service anticipates a competitive Request for Proposals procurement method under FAR Part 15, with the formal solicitation expected between January and March 2026. All interested firms must be registered in the System for Award Management (SAM.gov) under NAICS code 237310 to be considered for future solicitations.
