About this opportunity
The U.S. Army Corps of Engineers, New Orleans District is seeking to identify and pre-qualify commercial clay borrow sources to supply material for the Morganza to the Gulf Hurricane and Storm Damage Reduction Project located in Terrebonne and Lafourche Parishes, Louisiana. Interested sources must submit complete responses by August 20, 2026, at 11:00 AM local time to Taylor Brandon at Taylor.H.Brandon@usace.army.mil. Qualified sources must provide comprehensive documentation including firm identification and contact information, a detailed Statement of Capability, CAGE Code and DUNS number, and 15 specific compliance items outlined in Appendix A, such as Louisiana Secretary of State Certificate of Good Standing, state and local permits, wetland delineation reports, environmental assessments, geotechnical reports, and cultural resource surveys. Inclusion on the pre-qualified list does not guarantee contract award but qualifies sources to be considered by bidders as subcontractors or material suppliers in future MTG project solicitations. Approved sites will maintain approval for five years, after which updated documentation must be resubmitted.
This procurement is not designated as a set-aside and no incumbent contractors are identified in the notice. The project requires approximately 54,000,000 cubic yards of clay borrow material to support initial construction of the full levee system, with construction currently underway and multiple contracts anticipated over several years, targeting completion by 2035. No specific award value or budget range is provided in the pre-solicitation notice, as this announcement serves to establish a pre-qualified vendor list rather than solicit bids for a single contract award. Prospective sources may arrange to submit large files through DoD SAFE by contacting Taylor Brandon at the email address provided. The establishment of this pre-qualified source list will facilitate the competitive bidding process for multiple future MTG project construction contracts spanning the extended development timeline.
