About this file

This is a Sources Sought announcement (W912P8-26-SS-0008) issued by the U.S. Army Corps of Engineers (USACE), New Orleans District, for the Morganza to the Gulf (MTG) Hurricane and Storm Damage Reduction Project located in Terrebonne and Lafourche Parishes, Louisiana. The announcement seeks to identify and pre-qualify existing commercial clay borrow sources capable of supplying approximately 54,000,000 cubic yards of clay borrow material needed for initial construction of the full levee system. Construction is currently underway with multiple contracts anticipated over several years, with a goal to have all construction underway by 2035. Inclusion on the pre-qualified commercial clay borrow sources list does not guarantee work but qualifies sources to be considered by bidders as subcontractors or material suppliers in future MTG project levee construction solicitations.

Interested commercial clay borrow sources must submit complete responses by August 20, 2026, at 11:00 AM local time to Taylor Brandon at Taylor.H.Brandon@usace.army.mil. Required submission components include: firm name with address, phone, and point of contact; Statement of Capability describing skills, experience, knowledge, and equipment; CAGE Code and DUNS number; and all items listed in Appendix A, which must be current and updated within the last 12 months. Appendix A requirements encompass 15 specific criteria: Certificate of Good Standing from Louisiana Secretary of State; all appropriate state and local permits; Right of Entry for Investigations document; detailed maps (general area, topographic, and layout with soil boring locations); valid Wetland Delineation Report or USACE Jurisdictional Determination letter; confirmation of non-jurisdictional wetlands compliance; Coastal Use Permit or Letter of No Objection; Threatened & Endangered Species concurrence from U.S. Fish & Wildlife Service; Phase I Cultural Resource Survey Report; Phase I Environmental Site Assessment; Geotechnical Report with soil boring analysis and specified laboratory testing; levee district permits if applicable; Borrow Area Management Plan; Avoidance, Minimization and Mitigation Requirements plan; zoning classification letter; and Environmental Protection Plan. Approved sites will maintain approval for five years with updated documentation and require resubmission after that period.

Morganza to the Gulf

Hurricane and Storm Damage Reduction Project

Sources Sought – Commercial Clay Borrow Source

DESCRIPTION: The U.S. Army Corps of Engineers (USACE), New Orleans District is seeking sources for a project entitled Mississippi River and Tributaries, Morganza to the Gulf (MTG) Project located in Terrebonne and Lafourche Parishes, Louisiana. This may be used to establish a pre-approved list of commercial clay borrow sources that could be included in a number of construction contracts associated with construction of the MTG Project.

This sources sought announcement is a tool to identify entities (hereinafter referenced as “Commercial Clay Borrow Sources”) that are currently in the business of selling commercial clay borrow material that may have the capability to provide clay borrow material that could be used for the construction for the MTG Project. This is not a solicitation for construction. Existing Commercial Borrow Sources that respond to this announcement by submitting complete, accurate, and up-to-date information described in Appendix A will be reviewed for their capability of providing clay borrow material for the MTG Project.

Commercial Clay Borrow Sources shall respond to this Sources Sought by providing the following:

A) Name of firm with address, phone, and point of contact.

B) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work.

C) All requirements listed in Appendix A – List of Commercial Clay Borrow Source Requirements. All items listed in the Appendix are required to be submitted and to be current and updated within the last 12 months. Potential submitters are highly encouraged to submit their package as early as possible so the USACE team can begin evaluation and possibly provide any feedback prior to the closing date. Submitters need be aware that among this possible feedback may require further actions related to the submitted materials.

D) CAGE Code and DUNS number.

Submit this information to Taylor Brandon at Taylor.H.Brandon@usace.army.mil. Your response to this notice must be received on or before 20 August 2026, 11:00 AM local time. To arrange to submit large files, send an email to Taylor.H.Brandon@usace.army.mil requesting access to DoD SAFE. Please provide the name, phone number and email address of the person who will be uploading the documents to the DoD SAFE site. An email will be generated by DoD SAFE with a link to site to upload documents. Please make note, the link expires after 7 days. It is recommended that a link be requested when documents are ready to submit.

SUMMARY SCOPE OF WORK: The purpose of this solicitation is to determine potential clay borrow material sources that could be used for the MTG Project. The total quantity of clay borrow material needed is approximately 54,000,000 cubic yards to complete initial construction of the full levee system. Construction for the MTG project is currently underway and will include numerous contracts awarded over several years with a goal to have all construction underway by 2035. Once the Sources Sought submittal period is over, all submittals meeting requirements A through D above and deemed acceptable will be used to generate a list of potentially pre-qualified commercial clay borrow sources. This list of pre-qualified commercial clay borrow sources could potentially be included in future levee construction solicitations for the MTG project from which bidders are free to make selections. Inclusion on the pre-qualified commercial clay borrow sources list is not a guarantee of work as a subcontractor or source of material. Rather, it could qualify the clay borrow source to be considered by the bidder as a subcontractor or source of matter.

Appendix A -- Commercial Clay Borrow Source Requirements

For a borrow pit to be considered as a Commercial Clay Borrow Source for the MTG project it must:

A. Have a Certificate of Good Standing from the Louisiana Secretary of State.

B. Have all appropriate state and local permits.

August 2026, 11:00 AM local time:

All documentation submitted shall be current and up-to-date as defined in each requirement description below and identify the proposed site by its physical address and not by a business name.

USACE will assess the package for completeness and make a determination as to whether the proposed site meets the requirements of an existing Commercial Clay Borrow Source. USACE will need to do additional environmental coordination, including a NEPA document, for any potential Commercial Clay Borrow Source to be included in USACE contract documents. Documents required below are to be updated if any changes occur or documents expire. Approval of a site will be maintained for 5 years with up-to-date documents and will require resubmission 5 years after approval.

The licensed engineer shall determine the sub-surface investigations required. These investigations should include continuous borrow borings (e.g. undisturbed, geoprobe).

(2) Borrow borings shall be spaced a maximum of 500 feet on-center, a maximum of 250 feet from the edge of the proposed borrow pit, and be representative of the entire proposed source. The licensed engineer's test plan must provide a comprehensive sampling to at least five (5) feet below the bottom of the proposed excavation.

(3) All soil samples must be classified in accordance with the Unified Soil Classification system. See below for required soil testing. The supporting data attached to the geotechnical report shall be comprehensive and include as a minimum all field logs, soil sampling and testing results, and a detailed investigation location map with the location of the potential borrow source and all investigation locations superimposed. The soil investigation locations must include latitudes and longitudes for plotting purposes.

Sand content tests shall be limited to one test every 5 feet of sampling and shall conform to ASTM D 1140 (#200 sieve required). Sand content tests will be required for samples that classify as a ML, but limited to one test every 5 feet of sampling.

(6) One composite sodium content test will be required every 5 feet (minimum) in each boring.

(7) Sodium content shall be determined by EPA 6010, CAS No. 7440-23-5.

Laboratory testing be performed at a Corps of Engineers validated testing laboratory.

An approved testing laboratory can be located at the following web site:
