About this opportunity

The Department of Agriculture Forest Service seeks insect taxonomy identification and sorting support for the Morgantown Field Office, with quotations due September 17, 2026. This acquisition is set-aside for small business concerns, and Amendment 0001 extended the offer due date and revised the Performance Work Statement.

Place of performance is Everettville, West Virginia 26505, with sample pickup from the Morgantown Field Office at 180 Canfield Street. Samples are collected primarily from the Washington, D.C., area and mid-Atlantic region, with pickup or delivery available within a 70-mile radius of Morgantown.

The contractor must provide identification and sorting services for wood-boring beetles (Cerambycidae, Scolytinae, Buprestidae), wood wasps (Siricidae), and ambrosia beetles to species or lowest taxonomic level; prepare and curate vouchered specimens; enter data into the project database; and provide same-day email alerts when target pest species are detected. Sample analysis must be completed within 120 days of delivery. Collection runs late February through mid-November, with biweekly sample delivery and biweekly summary reports required.

The contract is a one-year base period (October 1, 2026, through September 30, 2027) plus four one-year option periods through September 30, 2031. Base year pricing covers 70 samples; option years 1–3 cover 65 samples each; option year 4 covers 60 samples, with unit pricing per sample on a firm-fixed-price basis.

The NAICS code is 541990, with a $11.5 million size standard. Service Contract Labor Standards wage determinations apply for Monongalia and Preston counties, West Virginia. Evaluation criteria are past performance history (three years of taxonomic service references), technical approach (in-house capabilities, equipment, and staffing qualifications), and price. Questions are due by September 14, 2026.
