About this opportunity

The National Oceanic & Atmospheric Administration (NOAA), specifically the Northwest Fisheries Science Center (NWFSC), is conducting market research for landscaping services at its Montlake Laboratory in Seattle, Washington. The pre-solicitation notice seeks information from potential contractors about their capability to maintain approximately 6.7 acres of outdoor landscape, including grass, bushes, planted beds, trees, and bark areas. Contractors are requested to submit responses by January 15, 2025, at 2:00 p.m. Pacific Time, with submissions limited to 8 PDF pages and including details about their business size, contact information, and relevant experience. NOAA will use the responses to conduct market research and potentially develop a formal Request for Proposal (RFP) or Request for Quote (RFQ). The information requested aims to help NOAA determine the best acquisition strategy and whether the contract should be set aside for specific business types.

The pre-solicitation notice does not indicate any specific set-aside designations, and no incumbent contractor is mentioned. While no specific award value is provided, the contract appears structured with a base year and four potential one-year option periods. The landscaping services will cover four primary zones totaling 95,600 square feet, with specific requirements including maintaining grass at 2-3 inches height, monthly edging, manual weed removal, and environmentally sustainable practices. The contractor must provide all labor, supervision, equipment, and materials, and employ an onsite supervisor with at least three years of experience and professional certifications. Work is expected to be performed Monday through Friday, with specific hour restrictions, and the contract includes potential optional landscape restoration tasks dependent on future funding availability.
