About this opportunity
The Naval Surface Warfare Center Indian Head Division (NSWC IHD) issued a sources-sought notice on September 3, 2026 for domestically manufactured materials used in monopropellant production, with responses due by September 18, 2026. This is a 100% Total Small Business set-aside restricted to suppliers of specific chemical inputs meeting DoD and local specifications: 2-Nitrodiphenylamine (MIL-N-3399 B), Propylene Glycol USP Grade (MIL-DTL-82670), Propylene Glycol Dinitrate/PGDN (LS-174-115), Mixed Acid (LS-174-107), Sodium Carbonate/Soda Ash (LS-174-108), and Synthetic Spent Acid 325.
NSWC IHD intends to award multiple Firm-Fixed Price IDIQs for each chemical (NAICS 325199, PSC 6810) in third quarter fiscal 2027, with the formal RFP posting projected for first quarter fiscal 2027 on SAM.gov. Interested sources must provide company brochure or capability list, organization details, point of contact, phone and fax, email address, business size, taxpayer identification number, UEI number, and CAGE Code. All responses must be emailed to Claudia Segura, Contract Specialist, at claudia.p.segura2.civ@us.navy.mil. Offerors must register in SAM.gov; failure to do so renders them ineligible for Navy award.
