About this opportunity
The Bureau of Reclamation is seeking a contractor to conduct comprehensive scientific monitoring of juvenile anadromous O. mykiss (steelhead) in the Lower San Joaquin and Stanislaus River regions of California. The project aims to develop a juvenile production estimate implementation plan, enumerate fish populations, characterize demographics, estimate survival rates, and quantify juvenile outmigrant abundance. Interested firms must submit a capability statement by April 11, 2025, at 1 p.m. Pacific Time, demonstrating their ability to meet the contract requirements. Respondents should provide evidence of previous experience, personnel qualifications, and their business size status (small business, 8(a), HUBZONE, etc.). The evaluation will likely focus on technical expertise, scientific methodologies, and the firm's capacity to conduct advanced research involving mark-recapture surveys, acoustic telemetry, genetic analysis, and statistical modeling.
The contract is classified under NAICS code 541690 with a small business size standard of $19 million, and there is no specific set-aside designation for this opportunity. The contract is structured as a firm-fixed price with a base year from September 1, 2025, through August 31, 2026, and includes two optional additional years. While no specific award value is mentioned, the project will require sophisticated scientific research capabilities and advanced technical consulting services. The contractor will be responsible for producing technical memoranda, raw data files, annotated research scripts, and comprehensive annual reports due in January of each contract year. The ultimate goal is to support operational decision-making for water management and fish conservation in the Central Valley Project by addressing critical knowledge gaps in steelhead population ecology.
