About this opportunity

The Bureau of Reclamation, under the Department of the Interior, is seeking contractors to provide monitoring services for juvenile anadromous Oncorhynchus mykiss (steelhead) in the Lower San Joaquin and Stanislaus Rivers through solicitation number 140R2025Q0034. The project's primary objective is to collect critical data on the Stanislaus River to inform real-time operations and improve monitoring methods for Central Valley steelhead populations, ultimately minimizing potential impacts of Central Valley Project operations on O. mykiss population dynamics while maximizing water delivery and hydropower generation. Key contract requirements include developing a Juvenile Production Estimate implementation plan for the Sacramento River, enumerating the O. mykiss population size in the Stanislaus River, characterizing population demographics, estimating survival rates across life stages, and quantifying the abundance of juvenile anadromous O. mykiss outmigrants. This is structured as a Request for Quote seeking a firm-fixed-price purchase order for commercial items, with deliverables including technical memoranda, raw data, and annotated R scripts. Quotes are due on Tuesday, July 15, 2025, at 10:00 AM Pacific Time and must be submitted via email to margaretjones@usbr.gov.

This opportunity is designated as a 100% small business set-aside under NAICS code 541690 (Other Scientific and Technical Consulting Services) with a size standard of $19 million. The contract includes a base performance period from September 1, 2025, to August 31, 2026, with two optional one-year extensions, creating a total potential contract performance period spanning three years. No incumbent contractors or current service providers are specifically identified in the solicitation documents. The work will be performed in the Lower San Joaquin and Stanislaus River areas in California's Central Valley, focusing on fisheries resources management and conservation efforts. While specific contract values are not disclosed, the procurement falls under the small business size standard threshold of $19 million for this NAICS category.
