The scope of work includes removing and replacing ceilings, walls, and bathtubs in multiple rooms; installing new AC duct insulation; and adding four exhaust fans with central remote control. All work must utilize mold-resistant materials and be completed within 45 calendar days of commencing work, with a total project completion deadline of 59 calendar days from the Notice to Proceed. The contract will be awarded on a lowest-price, technically acceptable basis without discussions, although the government reserves the right to conduct discussions with companies in the competitive range if necessary. Prospective quoters must be registered in the System for Award Management (SAM) prior to submission and must submit quotations electronically to Ayaka Ogawara at OgawaraAX@state.gov, with email submissions not exceeding 15 megabytes.

The project will take place entirely in Tokyo, Japan, at the Mitsui Housing Compound, with work to commence 14 days after issuance of the Notice to Proceed and be completed within 59 total calendar days. Key project specifications, as clarified through a comprehensive questions-and-answers amendment, include insulation thickness requirements (100mm for exterior walls and 50mm for interior walls), specific material standards such as Achilles board at 20mm thickness with water-resistant board alternates, noise limitations of 45 decibels maximum in residential areas, and contractor responsibility for scaffolding and site access. No performance or quality control bonds are required for this procurement.
