About this opportunity
The Department of the Air Force's 325th Contracting Squadron has published a Notice of Intent to Single Source for the standard repair of a Small Tactical Terminal (STT) KOR-24A MOJO Kit. This Special Notice indicates the government's intention to award a firm-fixed price contract to L3 Technologies, Inc., located in Carlsbad, California, without competition. The procurement falls under the Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing NAICS category and involves maintenance and repair of electrical and electronic equipment components. The notice was posted on July 23, 2025, with responses due by July 30, 2025. This is explicitly not a request for quotations, and no formal solicitation will be issued.
The single-source approach is justified due to the proprietary nature of the STT system and its designation as a Controlled Cryptographic Item (CCI), which requires certified and specialized maintenance in accordance with NSA COMSEC policy. L3 Technologies is identified as the original equipment manufacturer and authorized servicer for this CCI equipment. Interested contractors have until 2:00 PM CST on July 30, 2025, to provide clear and convincing evidence that competition would be advantageous to the government, including demonstration of their ability to comply with existing database migration and licensing requirements. All prospective contractors must be registered in the System for Award Management (SAM) database prior to contract award. Written responses must be submitted to the designated Contract Administrator and Contracting Officer, with oral communications not being acceptable. If no qualifying responses are received by the deadline, the government will proceed with the single-source award to L3 Technologies under FAR authority for simplified acquisition procedures.
