About this opportunity
The U.S. Geological Survey intends to issue a Request for Quotation for a sequencing facility to conduct de novo epigenetic methylation clock development for the Mojave Desert tortoise, with response due by October 31, 2026. The procurement covers whole-genome enzymatic methylation and 5-base workflow, including DNA sample preparation and sequencing, delivery of sequencing data, and development of de novo epigenetic methylation clocks to enable age determination of tortoises. USGS anticipates awarding a firm-fixed-price purchase order for these services below the Simplified Acquisition Threshold under FAR Part 12 commercial procedures.
The Service Contract Act applies, with wage determination corresponding to the location of performance. USGS will solicit quotations directly from a minimum of three qualified sources; the RFQ will not be posted to SAM.gov but will be provided directly to selected sources. Interested sources may submit expressions of interest including company name, Unique Entity Identifier, business size and socioeconomic status, and points of contact. Work is classified under NAICS 541380 (Testing Laboratories and Services) and PSC Q301 (Reference Laboratory Testing). No set-aside is anticipated.

PRESOLICITATION NOTICE
The U.S. Geological Survey (USGS) intends to issue a Request for Quotation (RFQ) for a sequencing facility to conduct de novo epigenetic methylation clock development for the Mojave Desert tortoise using whole-genome enzymatic methylation and 5-base workflow, including the preparation and sequencing of DNA samples for methylation analysis, delivery of sequencing data, and de novo epigenetic methylation clock development. The objective is to generate data and identify loci that will be used to age tortoises.
The Government anticipates awarding a firm-fixed-price purchase order for these services. Service Contract Act (SCA) is applicable and the wage determination corresponding to the location of performance will apply.
