Brookhaven National Laboratory, under the Department of Energy Office of Science, is seeking a contractor to design, build, and install a Metal Oxide Infrared Reflection Absorption Spectroscopy (MOIRRAS) accessory for research purposes. The accessory will couple to an existing infrared spectrometer and a new ultrahigh vacuum chamber to enable studies of molecular coverages on metal oxide single crystals. Key contract requirements include designing and building the MOIRRAS accessory, integrating it with laboratory equipment, testing the system with CO adsorption on rutile TiO2, conducting preliminary studies on Cu2O single crystals, and publishing a description of the completed instrument. The contract will be awarded on a full and open competitive basis to a single contractor, with evaluation based on the contractor's ability to meet the detailed 24-month schedule and technical specifications outlined in the draft Statement of Work. The pre-solicitation notice was posted on October 22, 2025, with the formal solicitation (RFQ-468887) expected to follow, and interested parties should monitor SAM.gov for the full solicitation release.
