About this opportunity
The U.S. Army Engineering and Support Center, Huntsville (CEHNC) is conducting market research to identify firms capable of designing, manufacturing, procuring, delivering, installing, integrating, testing, and commissioning Modular Power Enclosures and Modular Secure Communications Enclosures, with responses due by July 16, 2026. This is a Request for Information for market research purposes only and does not constitute a solicitation or restrict the Government's acquisition approach.
Performance occurs at approximately 20 CONUS locations. Each site is anticipated to carry a 2.2 MW load configured for N+2 redundancy with primary switchgear expandable to 15 MW. The estimated total program magnitude is up to $700 million with a completion objective of June 30, 2028.
Modular Power Enclosures must include switchgear, Tier 4 compliant diesel generators with battle-short and black-start capability, fuel and DEF storage for 7-day runtime, battery energy storage (approximately 2.5 MVA for 30 minutes), SCADA controls, and environmental hardening to RC-IV Wind and RC-III Seismic standards. Modular Secure Communications Enclosures must be accredited under ICD/ICS 705 at the Secret level, meet TEMPEST/RF shielding (60 dB per IEEE 299) and acoustic (STC 50) requirements, and include RF-shielded doors, waveguides beyond cutoff, access control systems, intrusion detection, and video surveillance. The Government prioritizes factory-integrated, modular solutions that reduce field installation time, support disassembly and relocation while maintaining RF shielding, and accommodate future expansion. Responses should address manufacturing capacity, lead times, relevant modular enclosure experience, secure communications capability, electronic security systems, environmental hardening design, factory testing procedures, bonding capacity, and OTA experience where applicable.
