About this opportunity

Federal Prison Industries (FPI/UNICOR), an agency of the Department of Justice Bureau of Prisons, is requesting information and sources for modular mobile office and acoustic workspace systems in flat-pack kit form, with assembly support and commercial licensing rights, with responses due by September 11, 2026. This is an RFI and sources-sought effort intended to develop acquisition strategy and gather market data; no contract award results from this notice.

FPI seeks a qualified contractor to supply complete product kits in flat-pack or knock-down form, including engineering documentation, assembly instructions, product drawings, bill of materials, quality assurance procedures, technical training, and commercial licensing rights permitting FPI to assemble, market, and distribute products through approved government procurement channels to federal, state, local, and authorized commercial customers. Required products include single-person privacy booths, telephone booths, video conferencing booths, focus rooms, two-person and four-person meeting rooms, team collaboration rooms, modular office suites, and secure consultation rooms. All systems must be modular, relocatable, freestanding, installable without attachment to building walls or ceilings, and designed for repeated assembly, relocation, reconfiguration, and disassembly. Acoustic performance must be documented via independent laboratory testing or engineering documentation. The contractor must propose a licensing structure (exclusive, non-exclusive, government-only distribution, or territory-based rights) for the modular workspace products.

The base contract period is five years with option periods to be determined. Initial pilot requirement is up to 25 units with potential annual production of 100 to 1,000+ units across multiple configurations. Place of performance for any subsequent contract would be UNICOR's Central Office at 400 First Street NW, Washington, DC 20534. Written questions are due by August 28, 2026, at 12:00 PM EST to Joshua.hassler2@usdoj.gov; phone calls are not accepted. Responses must be submitted by email only to the same address.
