The procurement seeks inspection and modification of one TCAS II Processor (Part Number 940-0330-001) and overhaul/repair services for nine additional TCAS II Processors (Part Number 940-0331-001), with all items requiring clear traceability to Original Equipment Manufacturer Honeywell International Inc. Contractors must be FAA 145 certified, OEM authorized repair centers, or equivalent facilities acceptable to the Coast Guard, and must perform at least 50 percent of repair work at their certified facility while maintaining ISO 9000 certification or equivalent quality systems. The quotation due date is March 9, 2026, and all offers must remain firm for 60 calendar days from the receipt deadline.

This is an unrestricted procurement with no set-aside designation, allowing all responsible sources to submit quotations. The contract does not identify a specific incumbent contractor or budget range. Contractors must complete all repair work and deliver components within ten days after receipt of order, though earlier delivery is preferred without additional government charges. The scope includes providing teardown and inspection reports within five calendar days of inspection, ensuring components meet OEM functional requirements and airworthiness standards with FAA 8130-3 certification, and packaging items per applicable standards for shipment to Elizabeth City, North Carolina. The small business size standard for this NAICS code 488190 classification is $40 million, and the work will be performed at the contractor's facility with final inspection and acceptance conducted by the Coast Guard Aviation Logistics Center quality assurance personnel in Elizabeth City, NC.
