NASA Johnson Space Center intends to issue a sole-source contract to Marotta Controls Inc. for two modified MV130X valves and a development plan for the MFV400 Regulator, with capability submissions due by May 26, 2026. The procurement is predicated on Marotta Controls' exclusive control of proprietary designs, specifications, drawings, and manufacturing processes; no other supplier can legally or technically produce or modify this hardware.

Work is performed at NASA Glenn Research Center, Cleveland, Ohio. The MV130X valves must incorporate PTFE or equivalent MAPTIS A-rated material seals to replace Vespel seals for hypergolic exposure compatibility, operate at 6,000 psi, and handle 25 to 120 grams per second of gaseous helium over hundreds of cycles. The development plan must address recommendation #1 from NESC-TI-20-01535 regarding the MFV400 Regulator. Modified valves with associated test paperwork are due before October 30, 2026; the development plan is due before December 31, 2026. Delays in procurement will impact Artemis mission testing needs.

The Government will evaluate unsolicited capability statements solely to determine whether to conduct the acquisition competitively; any decision against full and open competition rests with NASA. The acquisition falls under FAR Part 12 (commercial items), NAICS 332912, PSC 4810. NASA/JSC has a requirement for a QTY of two (2) modified MV130X valves and a development plan for modifications to the MFV400 Regulator. 

NASA/JSC intends to issue a sole source contract to MAROTTA CONTROLS INC, 78 Boonton AVE Montville, New Jersey 07045 United States, under the authority of FAR 12.102(a). It has been determined that MAROTTA CONTROLS INC is the sole provider of MV130X valves and MFV400 Regulator. These items are needed for testing at Glenn Research Center.  Delays in procuring these items will impact Artemis mission needs.  The vendor, Marotta Controls, Inc. maintains exclusive control of the technical data, specifications, drawings, and manufacturing processes associated with this hardware. Because the vendor holds all rights to the proprietary design and data, no other supplier can legally or technically produce, modify, or support this hardware for NASA to assess.

The Government intends to acquire a commercial product or service using FAR Part 12.

The NAICS Code for this requirement is 332912.

Interested vendors are encouraged to submit their capabilities and qualifications to perform the effort electronically via email to andrea.browne-1@nasa.gov not later than 5:00PM Central Standard Time on May 26, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
