About this opportunity

The U.S. Army Contracting Command (ACC) at Aberdeen Proving Ground, Maryland, on behalf of the Capability Program Executive for Intelligence, Electronic Warfare & Sensors and the Project Manager for Electronic Warfare and Cyber, is conducting a Request for Information (RFI) regarding sustainment sources for the Modi system, a modular mounted and dismounted defensive Electronic Attack platform that enables operationally deployed Soldiers to maneuver effectively in the electromagnetic spectrum. This RFI seeks to identify potential sources capable of providing sustainment support for the Modi Electronic Counter Measures system, which generates Electronic Attack fires to deny enemy freedom of action in the electromagnetic environment. Interested parties must submit responses in the form of white papers, technical data, qualification and certification test data, logistics documentation, and/or past performance data by 4:00 PM Eastern Standard Time on January 26, 2026. It is critical to note that this RFI is issued solely for information and planning purposes and does not constitute a commitment by the U.S. Government to issue a Request for Proposal or award any contract. Respondents should understand that all information submitted is voluntary, the Government will not compensate any costs incurred in developing the requested information, and only responses received by the specified deadline in the required format will be considered.

This pre-solicitation notice does not utilize any set-aside designations, meaning all contractors regardless of their business classification status may submit responses. The notice does not identify any current incumbent contractors or potential contract award values or budget ranges. No specific quantities of goods or service timelines are disclosed in this RFI announcement, as the primary objective is to conduct market research and identify the universe of capable sources that could support Modi sustainment requirements. The RFI falls under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC code R425 (Support - Professional: Engineering/Technical), indicating the anticipated classification for any resulting contract. With a posting date of January 16, 2026, and a response deadline of January 26, 2026, interested contractors have a ten-day window to prepare and submit their capability statements.
