About this opportunity
The Department of the Air Force Pacific Air Forces is seeking qualified architect-engineer (A-E) firms to prepare complete 100% construction documents (drawings and specifications) for the modernization of the Joint Mission Planning Center (Building 2155H) at Joint Base Pearl Harbor-Hickam, Hawaii. The project involves renovating approximately 21,672 square feet of interior and exterior space to consolidate the Joint Mission Planning group into a modern, secure facility featuring a 3,000-square-foot SCIF (Sensitive Compartmented Information Facility) compliant with ICD/ICS 705 standards. Key requirements include demonstrated expertise in DoD facility design, professional licensing in Hawaii, specialized knowledge of SCIF design and occupied facility renovations, a minimum of five years' DoD experience on similar projects, and proven compliance capability with Unified Facilities Criteria (UFC) standards. Selected firms must demonstrate capability in seismic design for Seismic Design Category D, energy-efficient HVAC systems, electrical systems with critical power and resiliency concepts, telecommunications infrastructure supporting NIPR/SIPR/JWICS connectivity, fire protection systems, and ABA compliance. This is a Request for Information (RFI) only, with responses due by March 27, 2026; the RFI does not constitute a commitment to award a contract or issue a future RFP, and respondents should not submit cost or pricing data.
No set-aside designations are being used for this procurement, though the Air Force notes that small business set-asides will be considered to the maximum extent practicable in any future solicitation, including 8(a) firms, Small Disadvantaged Businesses, Woman-Owned Small Businesses, HUBZone businesses, Veteran-Owned Small Businesses, and Service-Disabled Veteran-Owned Small Businesses. No incumbent contractor or current contract holder is identified in the available documents. The anticipated contract value is not specified in the RFI, though the NAICS code 541210 (Architectural Services) carries a $12.5 million size standard for small business classification purposes. The scope of work requires delivery of three milestone submittals—Design Development (65%), Pre-Final Construction Documents (95%), and Final Construction Documents (100%)—with a desired completion timeline of 120 days after contract award, though the Statement of Work specifies 270 calendar days for full project completion. The selected A-E firm will conduct up to four site visits, three formal review meetings with the Government, and provide limited construction phase support including RFI responses and submittal reviews.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
REQUIREMENT DESCRIPTION: Provide all necessary professional and technical services to prepare a complete and usable set of 100% construction documents (drawings and specifications) suitable for bidding and construction. This project provides for the complete renovation of approximately 21,672 square feet of interior and exterior space to create a modern, consolidated, and fully functioning Joint Mission Planning Facility on JBPHH, HI. The facility shall include secure spaces, including an approximately 3,000 SF SCIF to support mission planning operations. The SCIF shall be designed to comply with ICD/ICS 705 and applicable DoD/DAF implementing guidance.
