About this opportunity
The Indian Health Service seeks modernization of its Influenza-Like Illness (ILI) Surveillance Process and Algorithms through a firm fixed price purchase order, with quotes due October 8, 2026 at 12:00 PM Eastern Time. This is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside under the Buy Indian Act; only Indian Economic Enterprises qualifying as small businesses under NAICS 541512 (Computer Systems Design Services, $34 million size standard) are eligible.
Place of performance is off-site at the contractor's facility, with Government oversight at the Indian Health Service. The project runs October 19, 2026 through July 31, 2027, spanning four tasks: comprehensive assessment of current ILI surveillance processes and algorithms (deliverable December 4, 2026); design, development, and validation of enhanced surveillance processes including automated data ingestion and multi-level reporting (March 19, 2027); development of automated reporting and dashboards in Power BI or Qlik (May 28, 2027); and expansion recommendations and knowledge transfer materials (July 16, 2027). Quarterly progress reports are due January 15, April 16, and August 20, 2027.
Contractor must provide project management, epidemiologic, and public health surveillance expertise to evaluate and operate the IHS Influenza-like Illness Awareness System (IIAS) supporting syndromic surveillance across the IHS, Tribal, and Urban health system. All deliverables must comply with Section 508 accessibility standards and WCAG 2.1 guidelines. The Government retains unlimited rights to all deliverables, including source code, configuration files, and ETL workflows, and requires formats enabling independent Government operation without contractor assistance. Payment is milestone-based: Task 1 (20%), Task 2 (35%), Task 3 (25%), Task 4 (20%). IHS will provide Qlik and/or Power BI licenses and three development environments post-award. This is a new requirement with no incumbent. Evaluation uses best-value approach with non-price factors (technical approach and past performance) significantly more important than price. Quotes must include a technical submission (maximum 10 pages excluding cover and CVs) and price quote submitted to Contract Specialist Luci Cason at cynthia.cason@ihs.gov. Suggested labor categories include Project Manager (420 hours), Public Health SME/Epidemiologist (300 hours), Data Engineer/Programmer (1,050 hours), Public Health Informatics (500 hours), Technical Writer/Training Specialist (280 hours), and BI/Qlik Developer (450 hours).
