About this file

This is a Questions and Answers document for federal contract 75H70427Q00001 issued by the Indian Health Service (IHS).

The requirement involves developing and enhancing an Influenza-Like Illness (ILI) surveillance system. The system will process daily text file exports from Indian Tribes/Tribal Units (I/T/Us) using RPMS and other EHR systems, and deliver enhanced capabilities including dashboards in Power BI or Qlik. The current ILI Analysis System (IIAS) operates on SAS programming technology. The contractor is responsible for developing and implementing functional capabilities in Tasks 2 and 3, with Task 1 due December 4, 2026. The Independent Government Cost Estimate is not releasable, but Section L of the solicitation provides suggested labor categories and hours for estimating purposes. IHS will provide Qlik and/or Power BI licenses, as well as three standard development environments (development, test, and production) with contractor access requiring approximately 30-60 days post-award for security and onboarding. The export files contain no patient identifiers. Contractors may develop using de-identified or synthetic data before receiving system access. This is a new requirement with no incumbent contract. Commercial off-the-shelf solutions are not specified as acceptable options, and IHS is not open to SaaS solutions. Security and access requirements are detailed in Section 7 of the Statement of Work.

75H70427Q00001 Questions and Answers

1. What is the budget for this project? The Independent Government Cost Estimate for this effort is not releasable. However, the solicitation includes suggested labor categories and hours in Section L to assist quoters in understanding the scope of this requirement.

2. What file types are the inputs for data received? The data are txt files.

3. Is the agency open to a commercial off the shelf product that will achieve all objectives and be expandable beyond ILI? The Statement of Work (SOW) does not specify a commercial off the shelf product as an option for solutions.

4. Is the data received from IHS clinics, hospitals, or private providers, or all? The data comes from ITUs that have implemented the capability to send these data files to IHS. The data could come from ITU clinics and hospitals.

5. Do those providers have modern EHR/EMRs? The data comes from ITUs that are using RPMS as well as other EHRs.

6. Are data providers capable of sending ELR/HL7? The data is received as a specific export in text format.

7. Does the agency have a timeline for expanding the system to additional syndromes? There is no timeline for expanding the system.

8. What are your security and access requirements? The security and access requirements are outlined in Section 7 of the Statement of Work.

9. Is the agency open to SaaS solution as well as an on-premises solution? IHS is not open to an SaaS solution.

10. The primary data source is the daily ILI export files from participating I/T/U facilities. How many facilities currently submit these files? This number fluctuates.

11. Task 4 calls for enhancing existing ILI system code. What technology stack does the current IIAS run on? The IIAS system that generates reports is based on SAS programming.

12. The SOW refers to IHS-provided software development environments. Will IHS provide the development and production environment for the enhanced system? IHS has three standard environments – development, test, and production - to support the software development lifecycle. Contractor access to IHS systems and environments is subject to applicable IHS access, security, and onboarding requirements and may require approximately 30-60 days to complete following contract award.

13. Task 3 requires dashboards in Power BI or Qlik, and Section 6 furnishes no Government property. Will IHS provide the Power BI or Qlik licenses? IHS will provide Qlik and/or Power BI licenses.

14. The purpose statement says the Contractor will operate the system, and Tasks 1 to 4 list no operations work. Is running daily ILI production reporting during the period of performance in scope? The Contractor is responsible for developing and implementing the functional capabilities described in Tasks 2 and 3 of the SOW.

15. Section 7 requires that privacy and security requirements be maintained. Do the daily ILI export files contain patient-level identifiable records? The export files do not contain patient identifiers.

16. IHS system access may take 30 to 60 calendar days, and Task 1 is due December 4, 2026, 46 days after the start. Will the Task 1 due date move if access is delayed? Task 1 can be substantially completed using existing documentation, reports, data sources, and stakeholder input. The December 4, 2026, due date remains unchanged. If Government system access is delayed in a manner that materially affects the Contractor’s ability to complete Task 1, the Government will assess the impact at that time and determine whether an adjustment to the delivery schedule is warranted.

17. Is there an incumbent contract number for this requirement, and would the Government share it? This is a new requirement.

18. Will IHS consider adjusting the Task 1 due date (12/4/2026) if contractor system access is not granted within 30 days of award? See response to question 16.

19. Does IHS have an enterprise preference or existing licenses for Power BI or Qlik for the dashboards? See response to question 13.

20. Can IHS share the current IIAS file specification, programming language/platform, and approximate number of participating facilities before award? The programming language is SAS; the export file format is txt. The remaining information will be shared after award.

21. Will development occur exclusively in IHS OIT environments, or may the contractor develop with de-identified/synthetic data before access is granted? The contractor may develop with de-identified/synthetic data before access is granted.
